Sheera was referring to Phobio and them losing Carrion as the same as when Rimuru lost Shion and them. Lupa thought that there were people still in the city but Roshi and Sheera told him that they were already evacuated.

Veldora and Rimuru are bff's. I don't understand what's not to like about Veldora being back. Also, it makes a LOT of sense for Rimuru to give Veldora a human body to inhabit. Can't really have a full-sized huge dragon just chillin in the city or wherever.

At the veeeeery beginning of the story, Veldora explains that the four true dragons are spiritual life forms, which is why Rimuru gave him a body double as a container (Veldora can use it cause their souls are linked). He also gave him a body so that he can contain his aura (again at the veeeery beginning of the story, they say that Veldora's aura is so powerful his mere presence can kill most lifeforms).

I got two suspicions here: First, I think Veldora is Millim's real father, the dragon that duplicated himself and made what became the Chaos Dragon, and that's going to come into play. Just what they're doing with him right as Millim's going out of control strikes me as a deliberate thing. And her suddenly using her surname is similarly suspicious. Never heard this Nava business before now. Second, I think Diablo was what Clayman was after all along. I think he's got some kind of interest in bringing the Primordial into the world. Might be he has some magical mischief he can only work if he has Diablo at his disposal. I assume they went over this stuff in the manga (if it's gotten that far) so don't confirm either of them if you know. Can't have affirmative spoilers. But, I find these things sus...

This isn't to dismiss your theories but in episode 9 i think Rimuru has a hypothesis that the 10000 souls necessary for demon lord evolution was what Clayman was after, so that he could evolve into a 'true demon lord'. That would be why he sent Myulan to weaken Tempest to make sure there would be casualties. though maybe he wanted the casualties to summon Diablo or a Primordial.

I have a problem with a way part of this was handled, but it would be a big spoiler for the second half if I actually said it, so I guess I'll just let it go for a few months.| Also, the reason Veldora had to be brought back in a human form is mainly practicality. Having the actual dragon on the loose would be way too much chaos for a leader who wants to have a reputation of being a peace loving nation.. Also I think one reason is that his actual body doesn't exist anymore. He was technically absorbed my Rimuru, and although the Infinite Barrier might have kept his soul and his magicules inside of it, he was already starting to decay when Rimuru met him. I also think he can turn back into a dragon if he wants, but I can't remember.

I don't think he was able to get Veldora's whole body out of that seal only his soul which is why he had to provide him with a body.

Diablo strikes me as someone who is happy to serve a demon lord because that itself is such a high level to have. Notice also that only 30% of Rimuru's power was used to name him, meaning that he is such a higher being even compared to such an old demon.
