I'm not sure why they automatically assumed he becomes a villain. I also think they might not realize it but Lex Luthor is only seen as a villain to us, not the public eye. Superman can't just randomly attack someone with no proof of why.

Couple things, Roy(Arsenal) isn’t a villain he just has a metal arm now, edit:Captain Cpold didn’t care bc all he saw was just a group of ladies having brunch and was just gonna fully kill them by freezing them to death, also if you remember from the first season Red Arrow tells Lex that he may have the world fooled with this good guy act but the hero’s know what’s up so in this version he’s more of a corporate mastermind than a real villain cuz I guess the heroes can’t pin him with anything concrete?

Yeah the real Roy is expected to be good I feel. I mean Red Arrow was always super clean in everything he did and he was leagues above the other friends in skill during the first season. It was only a couple times that he really needed any help. Which means that the real roy harper would have been super clean as well considering the clone was "uploaded" with all his skills.
