The other two are nods to old Super Friends as well. El Dorado (teleportation) and Samurai (female version). Apache Chief was definitely recognizable. But these two are deep cuts.

The Light may be currently cooperating with the Reach, but that doesn't mean their cooperation is any more genuine than the Reach's friendliness to Earth. No Static Shock is Static Shock from Milestone comics which DC purchased. Black Vulcan is actually Black Lightning. Black Vulcan became known as Black Lightning in the 1970s.
