Yeah the old herbivore was basically doing the equivalent of what many “Traditional Chinese Medicine” beliefs about eating exotic animal body parts can do for your health. IIRC there are myths that eating Tiger genitals will make men more virile, and so on. Basically it’s that concept but transplanted into the Beastars setting.

Yeah, they definitely explained it a bit more in depth in the manga, and Louis was talking in his head about this is the dark side/underground of the black market, about how there's a side to the black market where the roles are essentially reversed, with the carnivores getting mistreated and sliced up for the herbivores. Kinda wish they kept that in there.
