They made it weirdly vague and hard to understand here, but there's an administrator for each floor. Headon, who you saw before, is the administrator of the 1st floor and the big eel looking guy here is the administrator of the 2nd floor. The test director and examiners you see here are like proxies essentially carrying out their own tests on behalf of the administrators. Basically they are the ultimate wielders of shinsu, hence why people usually have to form a contract with the administrator of the floor they're on in order to use it.

It's said in a weird way so it can be confusing but the administrator test in not a test to become an administrator it's just a test made by him that give you the right to climb the tower faster than the normal test

Well the anime's explanation is a bit misleading. Every floor of the tower has an administrator(Like the big monster). Jahad and his companions had to do their tests to climb the tower. Jahad, after making contracts with the adminstrators and being the king of the tower put people who would be charged to make the tests instead of the administrators.

Honestly looking at ep1 it looks more like Bam was invited and Rachel was the irregular who opened the doors on her own, Since Headon straight up pulled bam inside as visualized by the hand grabbing him after Rachel went inside already

How is bam a simp. She to our knowledge is the first person he has ever met. Came down taught him everything he knows then abandons him. of course he gonna go after her. And also I don’t believe bam is chasing her romantically. Replace her with anyone else, a dude, anyone who can communicate. Place them in the same situation and they abandon him the same way, he’s going to go chasing after them. To me he’s not a simp, but you don’t need change your mind tho.
