Confusingly, "cave raiders" is a general term to refer to adventurers who dive deep into The Abyss to explore its secrets so it isn't illegal, it's what the official people going into the Abyss do. The fan wiki says that the Japanese term means something closer to "cave delvers" so this could be a dumb translation move.
