I think the reason why they don't try and kill the Dragon again is because he's very hard to kill. Machine Head and Titan worked together to kill him in Season 3 and that didn't work, Titan tried to kill him in this episode and that didn't work. If Machine Head tried to kill him as he's head of The Order then that would be a declaration of war with his Liu's syndicate. The best solution would be to have him join The Order to maintain peace since members are protected. That would also be a benefit to The Order since they could pull in Liu's and Titan's resources. In season 3 Isotope mentioned how Machinehead would try to maintain peace between the various mobs, including Liu's, which is how he was able to maintain order and control.
