When doing this beading techniques are you going through all of the layers of your fabric?

Soo in this instance I am just because of the heart cut out! Usually, I just do it to the outer main fabric and then hide all the stitches with the lining! In this outfit, I do that for the tiny little stars but not for the main heart cutout
