The package parser has been redesigned to first read the Index Table flags, dynamically detect which fields are omitted, and calculate the correct entry size accordingly, instead of assuming every entry is a fixed 32 bytes.

This fixes the "unpack requires a buffer of 32 bytes" error, which occurred when parsing packages that use the omitted-field format (specifically the Constant Group ID field).
