The reason it is 28 tables is that each family has to be seated together. 20 people per family is 2 people at each end of the tables + 18 (9 on each side) so you need 9 tables pushed together to seat 20 people. Then you need a table for the host. So 9x3 families equals 27 + 1 for the host.
