I think, in the interest of not drawing the same subjects/characters every month, you should exclude fetishes & characters that won in the last month or two. Keeps things a bit more fresh, diversifies the subject matter you draw (and therefore might help encourage more people to support), and might help other fetishes that get a lot of votes, but not enough to win, a chance.
