It's Vris'alud. I mixed up two undead kingdoms.

So the trade is with navr or with vris? (Make sense if it’s navr as the trade goes through mirador hold) The empire seems small I mean either it’s a newly formed empire (kingdom-> empire) or they lost territory. After there might be some explanation as to why. One of them is some of huge empire are very decentralised so more territory for same kind of power. But the empire don’t seems this centralised so maybe it’s just the density of powerhouses in the empire ? Renwell feels like the size of a kingdom . Which was said earlier :) .
