They get partial control. The victim can't lie and can't deny a given task, but their personality is unaffected. It remains to be seen just how much give and take there is in that relationship, though.

Yes, basically he's not mindlessly devoted to the holder of the Chain Link. He's not going to act in Team Rocket's interest without being explicitly ordered, and he still has his own thoughts, feelings and motivations :)
