The reason I see for Japan wanting peace treaties instead of a hostile takeover are twofold: 1: They can't keep every soldier's mouth shut, someone is gonna talk about a hostile takeover and cause a PR nightmare. 2: Other countries can interfere more easily with a hostile takeover, but Japan having a peace treaty makes it more difficult.

Zorzal destroyed Tyuule tribe, she offer herself up to him to spare her tribe. But now her people is hunting her. She also resent the JSDF and Noriko because they was potentially starting up a new war for a slave, someone just the same as her. But her people didn't bother to rescue her, the queen, and hunting her instead.
