Well, the beach guy was the start of his hatred for grown-ups. His parents were probably horrible people as well. His mindset was just his care and love for the innocent pure ones that didn't deserve that cruel world he grows up with, like his sister for example. Still, who knew a paper airplane with some chemicals would be terrifying.

Tsukasa didn't know about the healing ability of the revival fluid when reviving petrified peoples, so he had no point in digging up his sister if she was still going to be braindead. But then, Senku told him about the properties, but oh wait, Senku has the source of revival fluid! So it then had to be a truce, since Senku was the only one who could revive his sister at that point.

Hatred is a reason, but not a good excuse or justification imo. He killed Senku (if not for that stone bit on his neck), and voiced (I think) possibly needing to kill Tajiu and Yuzuriha aswell, all of whom are innocent (and pretty pure imo). He sent killers to a village of innocent people. The people he revived also aren't all "innocent", and definitely not pure. Sure he needed to prioritize who he revived, but that's just another excuse really. So personally I wouldn't say he "cares and loves the innocent and pure ones". Not so far atleast. He cares for his sister, I'll give you that. Not enough to ask Senku for help though (yes he could've asked Senku for help at any moment).
