Nice reaction! I've been planning on waiting for the season 2 upload to be up, but I couldn't wait for it so I gave in. By the way, on Shigaraki's Decay, it's heavily implied that a stronger person can resist it to an extent. That's the reason why he was only able to disintegrate down to Aizawa's elbow in the last encounter while Tsuyu would likely just be gone in an instant. Anyway, the power level of characters in this series jumps up and down quite a lot, which constantly confuse most fans. There are a LOT of headcanons because of this. Especially All Might's power level. A good rule of thumb is if someone *should* know about something that seems confusing, then take them at their word. So Izuku and All Might would 100% know what OFA can and can't do in terms of power output, Bakugou is smart and would be right on most things, etc. A little bit more to nip the bud: As you could see in the last fight of Season 1, it's possible to go past your limit when it comes to Quirks. But in terms of pure raw power, one "100%" punch of Izuku is stronger than All Might's by the same logic as 100000001 is more than 100000000. And he can't brawl it out, unlike All Might can. It's best to keep this in mind even if it didn't look like it in the scene. As said above, All Might and Izuku would know what a "100%" is. That's all! Will be binging your reactions now. P.S. Yes, Izuku managed to control his power for a bit there. That wasn't the Nomu's Shock Absorption.
