I believe the big difference between what Rimuru did and the holy magic resurrection is that he did more than hundred people at once and he did it with fractured souls. The holy magic requires the soul to still be intact, meaning that there is only a short window to resurrect someone.

ohhh I see!! 😮 that makes sense because I remember that the chance was very low to resurrect someone when Rimuru was looking for a way to bring his friends back. I just remembered Luminus also could resurrect! so I guess Hinata and Shuna can do the same as Luminus now.

The "Chances of Resurrection" was calculated by Great Sage from before Rimuru's ascension into Demon Lord. Raphael forced her evolution from Great Sage, and, being a special type of Ultimate Skill, she was able to effortlessly sort out the individual souls, and make sure those souls get into the correct body, she used Rimuru's and the Greater Demons' magicules to supplement the missing parts of the souls, and then healed the bodies to perfect condition. Of course, this was also only possible to be done because the Holy Barrier the paladins set up prevented anything from entering or exiting the area, thus trapping all the dispersed souls in close proximity. But also, if it was still only Great Sage instead of Raphael, it likely would have failed.

In some way, it's actually pretty creepy to see Soei smile like that. I mean.. we almost NEVER see him smile; normally his facial expression are just Neutral.
