So Recovery Girl the woman with healing powers only makes people heal faster and it requires their own stamina to do it so she can't heal people too much or they could die as far as I remember anyway. Also why she can't heal permanent injuries since healing faster isn't going to help there.

Yeah, her powers speed up the natural recovery of people by using their stamina for it. So since people can't grow organs back normally, it's impossible for her to heal All Might. All Might seemingly got some help with implants or something similar (when we saw his wound at the start of season 1, that's what it looked like at least), but I doubt it can ever feel normal for him. The damage must have been really serious.

I think what Todoroki meant by not using the fire powers was that he won't use those powers to fight or win a fight. So while he can use it to thaw the ice as he needs to, he wants to limit his fire power use for only something small like that. Super powerful though, I feel so bad for Sero (as did everyone in the stadium). 😅
