Deku is probably the only one that had his quirk improve over time so far. But, as All Might said, there's no way a level 1 quirk and level 50 quirk can improve at the same rate. It's normal for Deku's quirk to improve like it has.

Dragon Quest is a video game series, starting all the way back in 1986. It is still very popular in Japan, with it treated almost like a holiday by some when a new game comes out. Since it's been popular for so long, that's why it comes up in anime every once in a while.

To add to this DQ take place in a fantasy setting where a hero (called yusha) go on a journey gather companions and defeat the Demon Lord in a far away land, that's the basic plot of most DQ game. If that sound familiar it's because a lot of japanese isekai and fantasy manga and anime use DQ as the main inspiration for there worldbuildingf on a basic level, for exemple Frieren original premise is not so far from "What if the story kept going after a DQ game is over"

Another detail less known among anime fan is that DQ had a manga in the late 80 called "Dai no daibouken" the adventure of Dai, or mostly known as Dragon Quest Dai, this was very popular in japan and was influential in manga culture. Todoroki from MHA may have his powers and design come from "Flazzard" a villain from Dragon quest Dai, I'll let you check for yourself (this a link to a manga image of Flazzard ) https://static.wikia.nocookie.net/dragonquest/images/3/3b/Jehbuwbf.jpeg/revision/latest/scale-to-width-down/1000?cb=20250512160859
