Suzaku has doubled down on his philosophy. I believe it was revealed with the info from the shock image and the episode where Nunally was kidnapped that Suzaku killed his Dad as it was worth the saved lives, and that it meant only one more person had to die to end the war. This clearly was convenient for some of the higher ups in Japan, so was covered up to prevent further resistance. I imagine he only feels responsible for the death of his father. He blames anyone who resists from now on for any further loss. He's content living under oppression and intolerance, so therefore so should everyone else. I dislike his ideology intently, more than Lelouch's. Lelouch is honest about what he wants and isn't fighting for the most tyrannical force in the world, Suzaku is fighting for a justice based on his own satisfaction alone.

ohh so it wasn't just Suzaku who wanted to stop the resistance! 😮 ok that makes sense now. I wonder who though, I doubt they are alive 😓
