So the lore has changed a few times originally Arcane was supposed to be non canon to the lore but they changed it while working on season 2 and made all of it canon which ultimately made a lot of things not make sense because the lore of League of Legends is quite dense. But originally in the lore as I remember it Piltover was not seperated into topside and bottom and was more or less a regular city. however it was built onto the only small strip of land that connects the two biggest continents. So naturally the leadership decided if they could create a pathway for ships through their city it would be great for the city since it would be the only way for ships to pass between the continents. However during the process (someone correct me if im wrong) the leadership got too hasty and instead of slowly tunneling it out they ordered to use explosives to dig out the canal. I think you can see where im going with this, basically they screwed up ended up killing a lot of people releasing toxic fumes and half the city ended up below the surface. They did create the canal however and because of that the people who still lived topside like the leadership profitted from it emmensly while the regular workers and miners got shoved down and oppressed to this point. Piltover has since become very prideful as a city of innovators and only accept people from the bottom if they are basically genius's.

Professor Heimerdinger is one of the playable characters in League. He's a yordle. Yordles are sprit-like creatures from Bandle City, a place accessible through portals around the world that they use to travel around with. Some yordles decided to spend time outside of Bandle City, in some of the regions and cities across Runeterra (the planet). Yordles are usually small humanoid-like creatures, females of their species look like colorful tiny humans (with like purple or blue skin) and males are more fuzzy and animal like (but still walk on two feet like Heimer here). In one of the stories released by Riot, it is also revealed that yordles don't ever die (I'm assuming it's because they are spirit-like creatures). The thing Heimerdinger was probably referencing is an event called "The Rune Wars". Basically it was caused by super strong magical stones called the World Runes. Think of basically something to the extent of Infinity Stones from Marvel's universe. They ended up in the wrong hands and people fought wars over them. It shaped the rest of the world and it's events after it. For example, Demacia, as I said in the previous comment, was founded because of this event. People fearing the war and destruction of these insanely strong magical runes took refuge in a forest now known as the Petricite Forest where Demacia was founded. The trees are imbued with the magic-nullifying properties of Petricite that they now use in their city walls, weapons and armor. On a side note, because of this event, Demacia nowadays hates mages and actively hunts them down, to imprison them. Viktor also drops the word "Hextech" here when talking to Jayce about his research. It's something you should keep in mind. If you have any questions relating to anything that happened, I'll be happy to answer unless it's spoilers, so don't be afraid to ask!

Piltover and Zaun were technically one big city once, but because of the events that you described they ended up so different and split from eachother. As the name implies, it was literally built over (Piltover) the lower part of the city, Zaun (Oshra Va'Zaun). You are correct about the toxic fumes and stuff. It's called "The Zaun Gray" and can be lethal to breathe it in where it's very dense. Which is also why the Enforcers from Piltover are seen always wearing gas masks when in Zaun. During the creation of that canal, Janna, a wind spirit, saved a lot of people from dying and ended up being worshipped as a guardian saint for it. That custom however died down over time.

The only way to get from the undercity to topside is by being a genius, Viktor is probably the brightest mind (after heimerdinger) in Piltover and he only became an assistant to heimerdinger because heimerdinger saw his genius otherwise he would get nothing. The discrimination between Piltover (topside) and Zhaun (undercity, but only inofficial because it is still part of Piltover) is more or less what arcane is about (the overarching theme).
