The guy in the twins backstory was Chen Bin , the police officer who died at the end of season 2 episode 1. He also had a funeral in episode 3. He was previously working under Qian Jin when he was still a police officer later on he was sent to work under our captain Xiao Li

The twins didn't personally know him. As for the reason as to why he was in the fox fairy tail which is the twins story of what happened after their parents death, you do remember that in the second episode of season 2 we see Qian Jin give red eyes a photo, his appearance in their backstory is related to that. I can't give a clear reason yet as the information is not yet revealed😅,but don't worry you'll get the answer as to why he appeared in their backstory by episode 12.
