As a pokeymen master, can confirm ribbons are flesh. Sylveon can manipulate them even like appendages. They are like prehensile tails. AKA mammal tentacles

I think this is great! Pink and frilly clothed in dark and edgy. It's a great look! But to evolve an Eevee into a Sylveon they need to be played with and made happy enough to do it. Maybe she was aiming for Umbreon and tried evolving at night just to come out like this lol
