The best way to tell a bird's gender is by a DNA test (blood test) but some bird species are sexually dimorphic meaning each gender looks different visually (kind of like how the male mallard ducks are really pretty and the females are all brown) with parrotlets, I learned from your comments that you can tell male from female based on some blue markings on the wings and sometimes eyes!
