The reason why Jotaro doesn't just spam Time Stop is because he is human, unlike DIO who could easily withstand the strain that Time Stop had on the user. Which is why Jotaro's maximum amount of time stop is 5 seconds, he can't handle longer times that well. DIO is able to spam it as he likes because he can take it and it'll benefit him a lot more. While Jotaro limits how much stops time because of the strain, and he would rather get a decisive moment of certain victory, such as stopping time when he was close enough to Yoshikage Kira so he could confirm the assault and not make an accident.

one thing added to this is im pretty sure after part 3 jotaro took a break and stopped using his stand for 10 years which made the amount of time he had during time stop way smaller even more than it already was since he wasnt training it
