The way I see it, Rick has just met Michonne.. He only went with her on 1 run.. That's why he's thinking about it.. If it were Maggie, Beth, Glenn, Carol...etc, that would've been an instant NO straight to the Governor's face.. But she's just new to him and he hasn't been through a lot with her.. Yes, she's helped but she's still the least valuable to him and the group.. Excluding Merle who's only valuable to Daryl lol
