Ryuk also have two Death Notes! In the Shinigami World we learned that he fooled the King of Shinigamis and stowled one note, owning now two, in the serie's beginning, don't remember what episode exactly :)

Bear in mind that a Shinigami passes the ownership of their spare Death Note to the human being currently in possession of the book. Rem can't just take it back whenever she wants to. The user either has to forfeit ownership willingly or die to lose his claim. Until then, the person chosen by Rem is gonna be using the Death Note, but it's also not against the rules for him to lend it to the other Yotsuba members to kill in his stead. They could actually switch the killer back and forth among their group members, it just wouldn't cause memory loss unless the actual Kira abandons the Death Note.
