You pretty much hit the nail on the head, both in your interpretation and how the community reacted :P The majority opinion that I have heard is that this makes Hordy a badly written character, with some people (me included) feeling the opposite. I think he is a great and very realistic example of how "evil" in the real world is a systemic issue rather then a "tragic backstory" issue. The reality is that the worst deeds that humanity is capable off rarely come from a seemingly tragic backstory, instead they are often the result of systemic issues giving rise to hatred without a true cause. The majority of racists aren't racists cause someone from the group that they hate has hurt them in any way, they are racists cause their parents were racists and cause their twisted world-view justifies their actions that benefit them. As Brennan Lee Mulligan stated, "On the level of individuals and civilizations, personality predates ideology, meaning before you were a fascist, you were a bully". These kids were raised to be bullies by people like Arlong who had a reason to hate, so now that they are grown up, they have become fascists.

To add to Hordy Jones, my personal theory is that Oda symbolized racial supremacy using steroid addiction. Both are self-destructive and addictive ways to feel superior artificially. It's indeed all about ego and not tragic backstories, and it's genius to portray him as an addict for that reason.

I think I will watch the cover stories if it's just a little tease/hint! I don't mind that. And yes I'm going to try to squeeze Film Z into my schedule after this arc! I'm very excited for another One Piece movie, so I'll really try to watch it at the appropriate time.

That's cool, I really didn't want to sway your opinion in either way. People watching your reaction will panic about being spoiled because they might not know the cover story in question was published before a certain point, meaning it's Oda's intent when it came out. Among anime-only, there will be many things you'll be privileged to know simply by watching cover stories others have never seen. And while I'm technically recommending them "too early" based purely on chapter release, the 3 cover stories are not spoiling the main plot any more than Oda wanted to if read AFTER this arc is done.
