I think I got this: Zeus has already had her kidnapped. And what he's shocked by is the concept that Hades would do anything so honorable as ask Demter for Persephone's hand in marriage. I mean. Look at Zeus's track record with the ladies. The very idea of "asking for a hand in marriage" has got to be a total WTF?! for him.
