Probably reenact that scene from the episode where she thinks she’s going to become powerful but instead gains weight. She starts out with a round belly but soon it spreads to the rest of her body, she becomes chubby.

Someone (Possibly Maddie) tried to use the Fenton thermos on her but they pushed the wrong button, and instead of sucking her up it starts to inflate her instead (possibly leading to her bursting and leaving a bunch of ectoplasm everywhere with her annoyed and dizzy face in some)

She's looking for a way to gain more power she finds a helium tank, she thinks this will give her power so she plugs the hose into her butt and turns it on, her butt inflates first then her breasts she likes it so she turns it up all the way, inflating her belly next then turns into full body, her head, legs and arms sunk into her body she finally pops and we see her on the ground dizzy.

Possibly boring scenario but i wanna see it anyways: Recreation of when she gets fat (maybe she tried the dna thing again but somehow got the same result, idk), then turns into snot, but with extra bloat obviously, & maybe even goes a li'l farther by becoming a big, shapeless glob at the end.

The fentons invented ghost fudge as bait for ghost traps, and Penelope sneaks out of the portal and enters the lab at night to ambush Danny but finds the fudge and eats all of it and ends up to fat to stand or even fly and burps. Then the lights in the lab come on as someone comes down to check the noise. Uh Oh.

Fudge addict: Entering a factory to find to get rid of Danny, she finds out that she’s in a chocolate fudge factory and finds boxes of fudge and was disguised at first, but wonder why his father liked as she grabbed one and took a bite and finds it delicious as she starts eating all of it in the storage room as she gets bigger and fatter until she’s so huge and fat as she was happy and lets out a big belch and wanted seconds

Soda and Pop: She finds a machine that dispenses both soda and candy while messing with it the machine starts to blast both candy and soda, a shot of pop rocks fills her immediately and second shot of soda enters her mouth and both candy and soda react explosively and ends up massively inflated while bubbles and explosions get ou of her mouth.

Penelope After Escaping Danny Phantom enters a soda factory to catch her breath. She drinks one bottle of soda and suddenly gets addicted to the flavor. She starts chugging bottles and bottles of soda and starts to get a bloated gut she sits down and rubs her bloated belly soon after she lets out a huge Belch. Feeling disgusted she covers her mouth but her belly starts to gurgle not wanting to let out another Belch she continues to covers her mouth. Unfortunately she the gas in her belly starts to build up causing her to swell up bigger and bigger until she is as big as a blimp and Burst through the roof of the soda factory Danny spots her and flys up to her face looking at her he starts to laugh. Angry by this Penelope uncovers her lets trapped burp at full blast sending Danny flying towards a wall pinned by the blasts as she deflates back giving a smug while saying excuse me

Using a device similar that what "Scrappy-Doo" uses in the first live action movie. She absorbs all the ghosts in the surrounding area into her body, to make herself, bigger, badder, and as a side-effect FATTER.

Ooooo! Love your take on her design 😁 As for an idea, think I have one “Not again!” After Penelope’s last defeat, she has a bit of PTSD. So while floating through the ghost realm, she accidently gets her head stuck in a floating window/door. All of a sudden she sees a giant fudge monster (or what ever you want it to be). She did want to crave fudge again, but then it started filling her up, her backside and belly expanding. Soon it stops as she was fairly large, drifting in the ghost zone.
