Those black clouds around the elders are just an indication that they are awakened. Just like Lucci has it (and are black clouds too around him). Just as Luffy has it (but his are white).

12:40 remember Nick, those black circular clouds around the elders are just a sign that they have awakened a Zoan type devil fruit. Luffy, Lucci, and Kaku are all other examples of awakened Zoan fruit users that also have a cloud around them. It wouldn't have anything to do with Imu, it just shows that they have actually eaten and awakened their own devil fruits. So if Imu is giving them power it is unrelated to their specific devil fruit abilities.
