Well, most likely it was ordered by the agencies and the association itself to avoid Ling Ling going out of control again like when got rid of his fake identity as nice, going beyond people's believe. Also since God Eye used a fake Moon, the world was once again gaslighted into thinking that Moon was dead, so bringing her back to the public eye would reflect poorly on hero agencies and the heroes themselves. Or it could also just be all planned by a certain charac I can't mention yet
