Neji WAS like this in Naruto. It is actually quite fascinating how far ahead he was compared to every other genin/chunin in Konoha. That's why many people were so saddened by his passing even if his screentime was low. Neji had build a legacy in OG Naruto but became a wasted character that wasn't served justice by the mangaka, similar to Shisui

It's a shame Nick didn't see more fillers in OG and Shippuden. He would have appreciated Neji, Tenten, etc. more. Damn, there was useful development in the fillers. Then there are people who mislead skip fillers by saying that the character development is weak when they haven't seen everything.

But while talking to Neji he tells Boruto he kinda reminds him of Naruto and Upon realizing the solution to the problem, Boruto slaps his own face and says ouch exactly like Naruto does here when talking to Sasuke. Neji got a twinkle in his eye when he saw it, realizing something, but didn't bring it up.
