Looking back on it now, the last scene when they return to the bayou, with all the people having a candle-lit vigil for Jack's passing, it makes more sence when you know the deleted scene from the next movie explains why. In a deleted scene we learn that before Jack turned pirate he was a captain of a merchant ship called The Wicked Wench under the employment of Lord Cutler Beckett, but when he found himself ordered to ship a cargo of 100 slaves he rebelled, freed the slaves, and told Beckett "People aren't cargo, mate." In response Bekett had Jack branded a pirate and burned his ship to sink it to the ocean depths. That's when jack struck the deal with Davy Jones, raise Jack's ship and let him captain it 13 years in exchange for his soul. Jack got his ship back and due to it's blackened look renamed it The Black Pearl. It was after that Jack started looking into ways to become immortal and dodge the debt, that lead him to the cursed treadure, Barbosa's mutiny, and losing his ship for much of the time he thought he'd have. The point is, Jack turned pirate not for greed, but because he believes in freedom above all things. Freedom to go where you will and do what you want. Yes in a law abiding world that can be seen as an act lawlessness, but it shows at his deepest core he is a good man. That's why the mourning in the Bayou. They may or may not be the people he freed, but the word of what he did was sure to have spread among those who would have been affected by his actions.
