Except that half of the episode is literally not filler, the only filler is Mr. Satan's apprentices. Mr. Satan is an important character, sure, he is a joke, but for reasons we cannot discuss yet, he is relevant. His gloating and showboating, the thing with the tiles, him getting flung into a mountain, the king of the world recognizing Goku, etc, that ALL happens in the manga
