Pretty how come the layers of paint underneath don't move is it because the type of paints you use stain the paper?

Each layer is completely dry before I paint another one. If yours are moving it's more than likely because they haven't dried properly. I use a hairdryer to dry the paper when I'm in a hurry and want to paint over an area I've just painted.
