Licenses - 1.19.0 Release Candidate 2 (Patreon)

RC 2 introduces the following minor changes, backwards-compatible with RC 1:

1. Reworded curfew notifications for better contextual fit.
Curfew has begun in this location -> Curfew has started
Curfew has ended in this location -> Curfew has ended

2. Changed Cache Index 2 to use currentversion patch rather than cacheversion patch.
Justification is that previous use was too confusing and had overlap with Index 1's purpose. Better to just use Index 2 to mirror the displayed "Mod Version" patch number and confirm that the Mod Version's string patch number can be properly cast as int.
Ex 1. Mod Version 1.15.5 would forward a string 5 that shows a Cache Index 2 value of integer 5. Straightforward and simple.
Ex 2. Mod Version 1.15.5-beta.4 would forward a string "5-beta.4" that reflects an integer 0.

3. Localization file adjustments for better clarity.
