Preliminary Changelog for v0.15 (Patreon)

I've updated the changelog, so if you're curious about specific changes and info, it'll be there. I've also overhauled the entire changelog page! The changelog is still non-final as I need to fix the date and go over it once more.

I plan to release the update on Monday or Tuesday (for patrons). I'm still ironing out some bugs with some of the debtors' prison stuff, but that's really all I have left to do.
