Thanks for the reaction Larissa. To answer your question, my understanding about the old guy giving the cops a hard time is that he was just a bored old man that was having a bunch of fun because he doesn't have much else at this point of his life. He probably figures they won't really prosecute him for anything because he's an old, disabled, veteran and most prosecutors wouldn't bother bringing charges. When my grandfather was 75 he had 2 speeding tickets for 100MPH/161KPH. The judge threatened to take his license and he said "What do I care I'll be dead soon". The judge let him keep his license.
