Yes pure water is an extremely poor conductor, it's the ions in water added through things like dissolved salts/minerals and gases that make water conductive. The more stuff is dissolved in it the more conductive it is. That said in nature you wont find any pure water so you can always assume it's always conductive to varying degrees.
