I think the hardest part about conveying info like this is doing so in a way that feels natural in dialogue without just having a character stop and read out information. But the main point is that the way Jenna's powers affect others work the way they do because that's what Jenna herself wants, even if she doesn't realize it. So if she really wanted to, she could have her cum transform other women just to fuel her own fetishes, but instead her desire is for them to get whatever changes they themselves actually want.
