Claggart is flamiing asshole, but that doesn't mean he hasn't got a point. Of course, Duane provides a convenient face for the problem, but it isn't really his fault, either. And if there were less racism against Souds, they might not feel as strongly motivated to keep everything in the family, as it were. As usual, the system is set up so that the anger gets directed at the wrong target and solves nothing.
