Minnow is loathe to lose the life she's living now. She understands her sisters don't treat their memories with the same preciousness she does, but she still would never "kill" them without explicit permission. She's very wigged out when it comes, here.

I love Duane in the fifth panel. He's oozing villainy in spite of his self-righteousness.

Come on, Quigley. You've gotta learn what happens when you throw something heavy at Duane by now

At least they won't remember being tortured.

Depending on how Alds treat shrine-kids, I suspect that for Duane the idea might be a win-win. I mean, if the dotgovs tried to punish the shrinekids’ families because they were taken prisoner, that’d be REAL dickish. That said, Duane’s a terrible salesman.

I can see the connections you mentioned about Stormfolk being the prototype of reincarnation. Get rid of the cruelty of this life and give me a new one strikes close to home for quite a few people I imagine.

That's it? I thought Quigley senses actual incoming vliegeng or something with all that fear of an immediate danger. "Alderode is going to attack this place if the storm isn't here" might happen in, like, months.

Duane, Quigly has always made his side known: Himself and Matty (in a somewhat muddy order) first, and everything after, with the big players way at the bottom.
