The consensus is that when Garmadon was resurrected, they only brought back his Oni/Evil side, so therefore part of the original garmadon just isnt there anymore. but after this season came back the theory sorta shifted to maybe the good part of him was just suppressed. So he remembers some parts about the time when he was good, but not everything.
