The dramatic pretty music (known as "Beauty") was actually Haruka and Michiru's theme, not Tuxedo Mask's. Well, it IS rarely used for other things like here, but like 99% it's Haruka and Michiru's thing. Those two also have rose petals dramatically flying in the wind, which you've also sometimes mistaken for Tuxedo Mask for very understandable reasons. Those three just have to be dramatic or they'll explode or something.
