I think a lot of why others before Yukiya failed is due to social norms. Like the not turning into your raven shape makes flying to the waterfall not possible and you'd have to take longer to go by foot. Which likely means one person can't do it all in a day. (More than one could cooperate though.) Also, it's mildly horrifying to have a system where some people are called horses and treated like animals to the point some people might not even realise they have a person form. Or maybe that's common knowledge and Asebi is just incredibly sheltered. Even if it's common knowledge, for everyone to be okay with that is a bit 😬
