I don't think Richeh's brother is dead, I think he was influenced by the people around him and grew up in a way that conforms to society's expectations. That to Richeh, he became a completely different person while he was away, and she doesn't want the same to happen to her. While I support her wanting to stay true to herself, there's a balance to be struck between that and being stuck in your own ways. With the arsehole lamenting that his apprentice failed the test twice, I agree that's probably unusual. He is an arsehole, but it probably is damning to have not passed on your first or second try. I can tell this show is going to have some interesting conversations regarding the education system.

I am interested that despite there being a society with a full hierarchy, the actual teaching of magic seems to work entirely on an apprenticeship system. I would think the powers that be wouldn't want singular witches imparting their values on the next generation this much.

I think that's the point of Orlugio's role, he's meant to make sure they don't get up to any illegal shit while far away from where most the other witches are taught. It seems (from episode 2) that Qifrey is outside the norm in having his atelier be so far away.
