While ghosts wanting to finish their business is common, I have read stories where ghosts would rather remain in the mortal world either due to not knowing what awaits them if they pass on and fearing the unknown or because they knew a worse fate awaited them on the other side like hell. I imagine either could be the case in this series.

the ghost died and are restricted to the hotel grounds, the grounds the hotel itself so the aera extends quite a bit buy stops before reaches the nearby town so, the guests and owning family are only living people the ghosts see regularly
