I think Anya saying 'someone is drowning' to Twilight was an imagined scenario that she didn't go through with. That's why Loid didn't comment on it later.

I guess from the "exactly who are you" line and that brief glowy background, you might be right, but even then the scene played out oddly compared to how that sort of scene would normally go, with how quickly Anya seemed to act, in a bit of a panic. Even watching it back I'm not 100% sure.
