So like King Kenneth ("the Good") started the whole thing, with creek fun and candy sharing leading to kids making their own costumes and, on their own initiative, "submitting" themselves to his mostly anarchic "authority", probably just sticking to classic medieval-fantasy-style pageantry unless they had a legitimate dispute or emergency to resolve. From what little we see of the reign of King Cheyenne ("the Lawgiver"), she seems to my eyes to have been firm-but-fair. Very "do as I say", but nonetheless at least honestly RESPECTED by the kids of the kingdom. I imagine she's probably the one who "formalized" the Kingdom game turned the "King's Court" into an actual GAME SYSTEM, with a hierarchy and uniformed "classes" with sub-hierarchies that serve specific purposes. And then, of course, we have King Xavier ("the Mad"), whose grievous misunderstanding of the concept of friendship almost instantaneously led him to tighten things up into the totalitarian. fear-sustained nightmare-state we see today.
